A steering wheel on a Teleflex helm is held on by a nut, with a key, on a tapered shaft. Taking the nut off should be all it takes, but the taper and aluminium corrosion almost always lock the wheel on tight.

In this video I change the steering wheel on The Green Machine. First I try a puller, which pulls the wheel straight off the shaft rather than jamming it by pulling from one edge, with some penetrating oil, then a slide hammer to shock the corrosion loose. When neither shifts it, I drill and cut through the wheel's hub to relieve the pressure on the shaft. With a cheap wheel that's quicker than heating it to save it.
